Process Safety Management

The process safety management standard set forth by federal regulations (see CFR 1910.119 and 40 CFR 68) process safety management1 Process Safety Managementtargets chemical processes which involve certain highly hazardous chemicals (HHCs) that have the potential to cause a catastrophic incident if released. Such releases could result in toxic, fire or explosion hazards. If your facility operation involves one or more of the listed chemicals, at or above the threshold quantities spelled out in the regulations, then you may be required to develop and implement a process safety management (PSM) program.

The PSM standards sets forth guidelines that are intended to as a whole is to aid employers in their efforts to identify potential hazards in their processes and establish procedures which will prevent or mitigate episodic chemical releases that could lead to a catastrophe in the workplace and possibly to the surrounding community. Under the PSM standards, employers are require to develop the necessary expertise, experiences, judgment and proactive initiative within their workforce to properly implement and maintain an effective process safety management program as envisioned in the OSHA standard.

The various lines of defense that have been incorporated into the design and operation of the process to prevent or mitigate the release of hazardous chemicals need to be evaluated and strengthened to ensure their effectiveness at each level. Thus, the PSM standards are comprehensive in the subject matter addressed and include requirements regarding process safety information (PSI), process hazard analysis (PHA), operating procedures, training, contractors, pre-startup safety review (PSSR), mechanical integrity (MI), hot work permit, and management of change (MOC)
