EEC was approached by a major oil company to update security at a truck transport loading terminal abutting a major waterway. The arrangement of the terminal adjacent to the waterway caused the terminal to fall under the authority of Maritime Security (MARSEC). EEC worked with the client to meet the stringent guidelines of MARSEC.

The primary concern involved uncontrolled access, with a secondary concern involving cameras and lighting. After reviewing the terminal layout, the client and EEC devised a plan to move fencing and direct traffic through two specific points for ingress and egress.

Security lighting liftgate Security, Lighting ProjectThese two access points were secured with automatic vehicle gates and safety sensors. The gate automation system included intercoms, proximity card readers and interface of the gate controls to the existing terminal SCADA system for card authorization.

Once the terminal was secured and vehicle access was controlled, upgraded lighting and cameras were required to be installed per MARSEC. EEC performed a lighting survey at the terminal and placed supplemental lighting within the terminal to meet required lighting levels. The perimeter lighting was upgraded to maintain a continuous lighting level along the entire perimeter of the loading terminal for added security. As an added feature, EEC designed upgraded task lighting into the design.

coverage of the area. Both fixed and pan-tilt-zoom cameras were installed at the office, loading rack, ingress and egress points. Using fiber optic and copper control, remote pan-tilt-zoom and fixed cameras were installed at the loading dock located on the other side of a major four lane road. The cameras were attached to head end equipment in the terminal operator’s office and secondary monitors were located in the terminal manager’s office.
