Eta Engineering Consultants was contracted to prepare a detailed engineering design package for the installation of a Safety Instrumented System on a motor fuels unit within an oil refinery. EEC was required to prepare the installation plan of the Safety Instrumented System in accordance with client requirements, Federal, State and Industry standards and regulations.
The installation plan was to be prepared in sufficient detail to allow for budgeting and construction over a two year period. In addition, final piping tie-ins and commissioning activities were to be completed during a previously planned unit outage.
Project management elements included preparation of; a project execution plan, bills of material, design and construction schedules, scopes of work and cost estimation. In addition EEC participated in weekly project meetings, assisted in material procurement and provided document control. Engineering design elements of the project included the design of a new equipment shelter along with foundations to house the automated computer control equipment, new process piping, redundant power sources, new instrumentation, and interconnection with the existing control system. Construction field support was also provided as required along with start-up assistance.
The client has since contracted with EEC to provide services for a second system for another unit.
